Rene Mugenzi outlines the evidence and legal reasoning, citing the 1948 Geneva Conventions, that demonstrates Hutus were victims of genocide at the hands of the Rwandan Patriotic Army, and that the crimes took place in Rwanda and the Congo.

It is time for the UN to due a proper investigation and bring the truth to light. It would be a step toward democracy for Rwanda.
