John Hutton, executive director of the John Howard Society of Manitoba, discusses prison expansion and the tough-on-crime agenda of the Canadian government. Correctional Service Canada has started preliminary work on the expansion of two federal prisons: Collins Bay Institution in Kingston, Ontario and Stony Mountain Institution north of Winnipeg. At Stony Mountain, a new 96-bed maximum security unit will be built, with an expected construction cost of $20 million.
