There's a big difference in the standard of living between the James Bay Cree of Quebec, and the Cree of Northern Ontario (notably in Attawapiskat). The former group signed a comprehensive accord with the Quebec government over sharing the royalties of the James Bay hydroelectric development in the 1970's, while the latter are receiving little from the royalties of De Beer's diamond mining operations.
