Keith Ellis explains why Eduardo Galeano's should be lauded for his historical and political account documenting Paraguay as the first continuously independent country in South America. (As written in Galeano's The Open Veins of Latin American).
Ellis eloquently traces the life of Paraguayan independence leader Jose Garstar Rodriquez de Francia Y Velasco (known as Doctor Francia because of his extensive education, intellectual abilities and political leadership.) In 1816, the Paraguayan people benevolently named Francia, "the supreme and perpetual dictator."
