The miners were demanding increases in pay and improved living and working conditions in a nation where poverty, unemployment and inequality persist 18 years after the end of the apartheid system of white rule.  The governing African National Congress (ANC), which once represented the hope of equality for all South Africans obliquely condemned the violence but refrained from criticizing the police.
