Meanwhile Israeli settlers face no limit, watering their lawns and in some cases even maintaining swimming pools. That's one quart per hour for cooking, cleaning, bathing, and toilet use. Think about this: one flush of one low-flow toilet uses 6 quarts, one-quarter of the daily water allotment.
