The report, based on documents and interviews collected in Libya after the fall of Col. Muammar Gaddafi, documents the torture of Libyan detainees in CIA custody, as well as their transfer to Libya, where they were further abused by Gaddafi&amp;#039;s government.  The former detainees, some of whom now hold leadership positions in the new Libyan government, said they were captured in Afghanistan while training to overthrow the Gaddafi regime.   The failure of the Obama Administration to prosecute government officials implicated in torture opens the door to their prosecution elsewhere.
