A proposed rule change would deepen media inequality by encouraging the concentration of media into fewer and fewer hands. The latest rule change is only the latest foray in a historic struggle for control that ensues each time a new media technology emerges, beginning with the invention of the printing press and telegraph. The newest iteration of this battle is control of the Internet, as powerful Internet providers like Verizon claim the right to control the information streaming over their fiber-optic cables. Mr. Torres describes a U.S. media policy that has historically turned over control to what he calls “corporate gatekeepers”.
