The New Partnership for Africa�s Development, or NEPAD, claims to be an African-led development plan for the continent. But underneath the rhetoric, NEPAD is a neoliberal proposal for privatization, foreign direct investment and the expatriation of resources in African countries. At the Polycentric World Social Forum in Bamako, Mali, Makoma Lekalakala of Jubilee South Africa explains how South Africa�s role in promoting NEPAD illustrates its expanding role as a sub-imperialist power on the continent.
