Florchita N. Bautista has been advocating Caregivers for years since the Federal Immigration has open the back door for Filipino women to come to Canada and work as caregivers but then closed the front door for Filipino health professionals. This was in response to the Philippine government's call to industrialized country to come and pick workers who are docile, hard workers but cheap. Philippine government politically correctly called "Labor Export Policy"
