When a President's decisions harm average Americans, critics too often attribute the decisions to a character flaw. W. Bush is a "dry drunk" who is competing with Dad. Obama is "too trusting of experts" (says Frank Rich). That's why he's done little about the catastrophe in our Gulf and its perps. Drs. Kenneth Dowst and MICHAEL PARENTI argue, instead, that Presidents institute bad (for most or us) policies in order to serve the ruling elite--not because of "character flaws."
