Summary: Johnston and Shebib believe in the Charter Rights of homeless people to sleep of necessity on public land. The City of Victoria has opposed them on its grounds and in the courts. They have won the right to sleep in parks at night but promote "tenting zones" to manage the homeless who want, or need, to sleep on public land during the day.
