Michael Oliphant, communications director for Daily Bread Food Bank, is opposed to the use of Special Diet supplements to top up fixed incomes, but he calls doctor-sanctioned fraudulent applications "Small-F fraud". The McGuinty government ignores widespread emerging health problems since fixed incomes have gone down 35% since 1993 under the Rae NDP, not including the 21.6% additional Harris cut in 1995, or the inflated influence of that cut in today's dollars. Oliphant plays down the looming burden on Daily Bread and other food banks.
