In August 2012, the private company Emterra began collecting garbage, recycling and yard waste in Winnipeg. Almost immediately, there were complaints that the company was violating its contract through missed pick-ups and delays, lost carts, emptying garbage into the recycling trucks and recycling into garbage trucks. City councillor Harvey Smith wants more information on fines levied against the company for contract violations. He also wants the city to go back to using public employees for garbage and recycling collection.
