Fran Tobin is an AFSCME Union activist and organizer who was instrumental in the campaign that stopped the State of Illinois from hiring the Maximus corporation, that in a continued attempt to privatize State public services, also wanted Maximus to focus on disqualifying and denying Medicaid recipients needed healthcare services. The campaign involved organizing State of Illinois AFSCME Caseworkers and Medicaid Recipients in a united alliance.
