The United States is the world's biggest jailer, and this policy of mass incarceration hits Black and Latino people the hardest. Talking about this are Carl Dix, currently part of a campaign of determined mass resistance against mass incarceration, especially as it has unfolded around "Stop and frisk" policies, and Colin Dayan, author of The Law Is a White Dog: How Legal Rituals Make and Unmake Persons.
