Last Sunday Baby Doc Duvalier returned to Haiti after years of exile because of crimes that he had committed while he was ruler of Haiti. Not unsurprisingly, Baby Doc was arrested shortly thereafter and is currently being held in Port au Prince awaiting trial. What is surprising is the absence of a very popular leader of Haiti, Jean-Bertrand Aristide, who was most recently president of Haiti until 2004 when he was ousted by Duvalier rebels.
His history, like Haitiâs is both tragic and eventful.

Johnston and Shebib believe in the Charter Rights of homeless people to sleep of necessity on public land. The City of Victoria has opposed them on its grounds and in the courts. They have won the right to sleep in parks at night but promote "tenting zones" to manage the homeless who want, or need, to sleep on public land during the day.
