Sense and Nonsense about Ukraine

Jan. 29, 2022, 1:57 p.m.
Phil interviews the astute Canadian political commentator and author, Stephen Gowans, about his recent blog post on Ukraine, entitled "Sense and Nonsense about Ukraine" url: https://gowans.blog/2022/01/21/sense-and-nonsense-about-ukraine/ Gowans describes how the USA and NATO are ultimately responsible for the current crisis in Ukraine and points out that at its base, the conflict between Russia and the United States pivots on the question of guarantees. Russia has asked for guarantees that NATO will not deploy offensive weapons near itself, and the United States refuses to grant this. No wonder, then, that Russia feels insecure. The current crisis was caused, according to Gowans, by NATO's relentless drive to the east since the demise of the former Soviet Union in 1991, including the 2014 US-sponsored coup in Ukraine. In 1991, Gorbachev's original decision to accept the US proposal to reunite Germany as part of NATO, rather than as a neutral state, was described by a then-Soviet general as "losing WW3 without firing a shot." It's important to note also that, in 1991, the US and NATO gave assurances to Gorbachev, which they have not kept, that NATO would not expand "one inch eastward" of a reunited Germany. Russia proposes NATO guarantee that Ukraine will not become part of that military formation. The West says that's a non-starter. Instead certain members of the western alliance, such the USA, UK, and Canada have been pouring arms into Ukraine to support the coup government they created in 2014, while other NATO governments such as Germany, Bulgaria, and Croatia, have taken a hands-off approach. According to Gowans, the Trudeau government has committed $700 m CAD to Kiev since 2014 plus well over 200 "military trainers." In addition, it has sent weapons of all kinds, deployed fighter jets, and is now sending a warship to the Black Sea. Gowans notes that Canada's NDP prefers that coercive economic measures be levelled on Russia, rather than giving arms to Ukraine. Heather MacPherson, the NDP's Foreign Affairs Critic, believes these sanctions are somehow less warlike and will deter Russia from "further aggression." However, Gowans points out that, in the past thirty years, unilateral coercive economic measures on the part of NATO countries, unsupported by the UN Security Council, are both illegal and more deadly than actual wars: more people have died from these economic sanctions than by bullets and bombs. Phil points out that Russia has proposed two treaties in plain English, one with the US and the other with NATO, but the western media does us a disservice in not reporting on the details or even making them widely available to the public. The proposed treaties are reasonable and clearly intended to de-escalate tensions, rather than raise them. Gowans observes that the so-called "international rules based order", constantly touted by the US and NATO, is not actually based on the rules of international law or the UN Charter but rather on whatever the USA decides at the moment it is. Venezuela's late President Hugo Chavez called it, "the international dictatorship of the USA." Gowans concludes by stating that Russia is not our enemy. Rather, "our enemies are the leaders of the column in whose ranks we are invited to march." Gowans has a new book coming out soon from Baraka Books in Montreal: The Killer’s Henchman: Capitalism and the Covid-19 Disaster
